The District has rent control, known as rent stabilization, for covered units. Newer construction, federally or District-subsidized housing, and small owners with four or fewer units held by natural persons are generally exempt. Covered units follow annual caps set each year by the Rental Housing Commission.

The District’s Rental Housing Act of 1985 establishes rent stabilization for covered units. Standard annual increases are tied to inflation, set at CPI plus 2% and capped at 10% total, with a lower limit for households headed by an elderly or disabled resident.
